How to Publish an Android App on Google Play: Steps and Fixes
Why can't you upload an Android app directly to Google Play production?
First complete developer identity and Play Console app setup, prepare a signed Android App Bundle (AAB), supply the truthful store listing and policy declarations, and create a release on an eligible track. Personal developer accounts created after November 13, 2023 need a closed test with at least 12 testers opted in continuously for 14 days and then a separate production-access application. Do not assume this gate applies to every account.

Google Play ASO and localization checks
Google Play currently limits app names to 30 characters, short descriptions to 80, and full descriptions to 4,000. Translate accurately for the audience and use representative screenshots. Repeated or irrelevant keywords may violate Google Play metadata policies; optimize for clarity, not stuffing.
Does every Google Play app need 12 testers?
No. The published 12-testers/14-days production eligibility requirement is scoped to personal developer accounts created after November 13, 2023. Account type and Play Console's live dashboard determine the applicable steps; do not open a new organization account simply to evade testing.
Why is Production still locked after 14 days?
At least 12 testers must have remained opted in continuously for the 14 days preceding the production-access application. You must request access and provide meaningful information about testing, feedback and release readiness. If the application is declined, follow the Console feedback rather than assuming another build upload automatically unlocks it.
Is a signed APK enough?
For modern new Play apps, build an Android App Bundle (AAB) for distribution and check the current Console requirements. Test your release equivalent on devices. Keep signing keys confidential and do not change package identity to solve ordinary upload errors.
What should you verify after approval?
Check production track eligibility, app content declarations, availability countries, pricing and release status. Approval for production access and publishing a release are separate steps; public availability may not be immediate.
