Google Play: 12 Testers for 14 Days — What Counts and How to Fix Problems
Do Google Play testers have to be opted in for 14 consecutive days?
For personal Play Console developer accounts created after November 13, 2023, at least 12 testers must be opted in to a closed test continuously during the 14 days immediately before the production-access application. You must then apply for production access; this is not automatic publication. The official minimum specifies continuous opt-in, not a universal requirement that every tester open the app daily. Meaningful testing and feedback still matter in the access review.

Invitation, installation and opt-in are different
Sharing an email list or a testing link does not by itself prove that 12 people joined. Ask each tester to use their eligible Google account to opt in through the closed-test link; verify tester eligibility in Play Console. Installation and genuine use are recommended, but distinguish them from the explicit continuous opt-in threshold.
Do testers need to open the app every day?
The official eligibility text specifies 12 testers opted in continuously for 14 days. It does not establish a blanket daily-open rule. However, Google reviews the production-access questionnaire and the quality of testing; use real testers, gather real feedback and document fixes instead of manufacturing activity.
How to run a useful closed test
Prepare a functional signed release, enroll more than the minimum if possible, explain which features to try, make it easy to report bugs, and record actual problems and improvements. At the end confirm both opt-in duration and test quality before requesting production access.
- Check Console's current eligibility indicator rather than guessing by calendar.
- Keep tester consent and privacy in mind.
- Do not buy fake testers or require positive app ratings.
What if production access is denied after 14 days?
A completed minimum test does not entitle the app to immediate public release. Read the reason provided in Play Console and repeat or extend genuine testing as directed. If the displayed tester counts appear incorrect, contact Play Console support with the exact dashboard status rather than trying to bypass eligibility.
